TF-1 deals with issues related to the policy, legal, and regulatory aspects of Cross Border Electricity Trade. It comprises nominated members from the country, regulatory authorities, energy/power ministries, and other policy-making bodies. It works on the harmonization of policies and regulations, framework for licensing, open access, tariff and trade negotiations, dispute resolution mechanism, and so on, thus creating conditions for a sustainable market for investment and the implementation of cross-border electricity trade projects.

Task Force-2 – Advancement of Transmission System Interconnections
TF-2 comprises nominated members from the country, transmission utilities, and the planning authorities, system operators. TF – 2 identify import-export points for technically and economically feasible cross-border interconnections over the next 20 to 30 years. It also formulates the required coordination procedures for stable regional/national grid operations.

Task Force-3 – South Asia Regional Electricity Market
TF-3 focuses on electricity trading/exchanges and markets. It comprises members from the utilities, energy trading companies, power exchanges, and so on. TF – 3 explores market-driven, commercial practices in the trading of power, including long-term contractual instruments and medium/short-term trading exchanges. It covers matters relating to agreements on guarantee mechanisms, tariffs, wheeling changes, attribution of transmission losses, and transmission pricing.
